We also need to assess NATO=E2=80=99s role in deterring and responding = to terrorist attacks and nuclear proliferation. We know these are key = problems to our security because, for example, a terrorist training camp = in a lawless country can pose just as great a threat to our security as = the conventional capabilities of an adversarial neighbor. Americans will = always remember NATO=E2=80=99s decision to invoke Article 5 for the = first time in the aftermath of the 9/11 terrorist attacks.=20 Thankfully, the prospect that we would have to face this again has not = come to pass. But we have so many dangers, including the danger of a = nuclear attack from a non-state actor. We know that non-state actors = seeks nuclear capability. We see that, unfortunately, every day. And we = know that nuclear proliferation and the development of more = sophisticated missiles in countries such as North Korea and Iran are = reviving the specter of an interstate nuclear attack. So how do we in = NATO do our part to ensure that such weapons never are unleashed on the = world? Part of the answer lies in continued nuclear deterrence, and the United = States has responded to our threats by not only maintaining our nuclear = deterrence, but also developing a missile defense system that is = designed to protect our territory, our population, and our forces = throughout NATO. We believe NATO needs to develop its own missile = defense architecture so that it can defend nations of Europe. And the = Obama Administration=E2=80=99s new approach to missile defense =E2=80=93 = the phased, adaptive approach =E2=80=93 will be our contribution to that = new architecture. It isn=E2=80=99t just NATO that needs to respond to = the new threat. We need to make Russia a partner in our efforts to = prevent nuclear proliferation and in missile defense. We invite Russia = to join NATO in developing a missile defense system that can protect all = citizens of Europe and of Russia as well. And this brings us to the broader issue of pursuing new partnerships = beyond the strict confines of the Alliance. Given the global nature of = the threats we face, NATO will need to strengthen its ties with such new = partners. And the Strategic Concept should examine how to leverage this = cooperation to make these relationships more productive.=20 Now, I know that in the past, the United States has been ambivalent = about whether NATO should engage in security cooperation with the EU. = Well, that time is over. We do not see the EU as a competitor of NATO, = but we see a strong Europe as an essential partner with NATO and with = the United States. We hope that the passage of the Lisbon treaty will = help us advance this relationship. And we look forward to working = together with the EU as it applies its Common Security and Defense = Policy to determine how we can best support one another and the United = Nations in addressing security challenges.=20 In many cases, as with the EU and others, NATO will seek out = opportunities for collaboration with countries and institutions that = share our principles and our priorities. But we may also pursue = partnerships based on shared interests or geographic necessity. I want to speak most clearly about our relationship with Russia and the = NATO-Russia Council. Let me state unambiguously: While Russia faces = challenges to its security, NATO is not among them. We want a = cooperative NATO-Russia relationship that produces concrete results and = draws NATO and Russia closer together. The Russian Government has come forward with its proposals for a new = European Security Treaty and a new NATO-Russia treaty. Now, we believe = that some of Russia=E2=80=99s proposals contain constructive ideas and = we welcome the opportunity to engage seriously with Russia on this = important subject. But, as I made clear in my speech in Paris, the = United States does not see the need for new treaties and we believe = discussions of European security should take place within existing = forums for European security such as the OSCE and the NATO-Russia = Council.=20 We have real differences with Russia on several issues. And we intend to = use the NATO-Russia Council as a forum for frank discussions about areas = where we disagree. We will use it to press Russia to live up to its = commitments on Georgia and to reiterate our commitment to the = territorial integrity and sovereignty of all states. We will use it to = challenge the assertion put forward in Russia=E2=80=99s new military = doctrine that NATO=E2=80=99s enlargement and its global actions = constitute a military danger to Russia. We will also use the Council to = advocate on behalf of human rights and individual liberty =E2=80=93 = these are principles and values that Russia committed to uphold when it = accepted the NATO-Russia Founding Act. At the same time, we should use the Council to advance our common = interests, including the indivisibility of our common security. Because = Russia and NATO face common threats. We face it from extremists and drug = traffickers coming out of Afghanistan and Pakistan along their border. = As a result, we have agreed to cooperate in training counternarcotics = officers from Afghanistan and Central Asia. And Russia is now allowing = NATO to transit non-lethal goods across its territory in support of our = ISAF operations. And we hope to extend that cooperation to other fields, = again, most notably in the area of missile defense.=20 We believe we can build more mutual confidence through measures that = increase transparency in Europe. And European security will benefit if = NATO and Russia are more open about our armaments, our military = facilities, and our exercises. NATO and Russia should have a regular = exchange of information on posture, doctrine, and planned military = exercises, as well as specific measures to permit observation of = military exercises and to allow visits to new or significantly improved = military installations. We look forward to working closely with all of = our Allies, Russia, and our other partners in the Conventional Armed = Forces in Europe Treaty during the coming months to reverse the erosion = of this valuable regime. If we truly believe that our security is = indivisible, we must do more to strengthen the sense of strategic = reassurance across the Euro-Atlantic area. As we look ahead, our = challenge with Russia is to build a relationship where the principles = that both sides have agreed to on paper are consistently respected in = practice. As NATO takes on these challenges, we must remain true to the original = principles on which the Alliance was founded. And I want to reaffirm as = strongly as I can the United States' commitment to honor Article 5 of = the NATO treaty. No Ally =E2=80=93 or adversary =E2=80=93 should ever = question our determination on this point. It is the bedrock of the = Alliance and an obligation that time will not erode. Our nation faces = threats elsewhere in the world, but we view peace and stability in = Europe as a prerequisite for addressing all of the other challenges. = NATO has succeeded in its original goal of forging a bond between the = United States and Europe. And our commitment to Europe transcends party = and personality.=20 And I want to emphasize that we continue to see NATO as an important = mechanism for promoting European integration. It is difficult to imagine = today that when this alliance was founded in 1949, a key security = concern for many Europeans remained the prospect of future German = aggression. NATO=E2=80=99s success in providing a security foundation = for Europe=E2=80=99s transformation is one of the great accomplishments = not only of NATO but, as many of you also believe, of any = political-military alliance in history. And it must remain a defining = feature. The NATO membership process, which requires applicants to make = reforms across their political, economic, and defense sectors, has = helped create the stable, democratic Europe we see today. We were glad = to see the Alliance welcome Albania and Croatia last year. And there can = be no question that NATO will continue to keep its doors open to new = members.=20 NATO must also forge deeper partnerships with leading democracies beyond = the Euro-Atlantic community. We are already working with many of these = nations in Afghanistan. And we must find ways to build on these efforts = and encourage more regular cooperation. We have already determined the = need for a NATO that can operate at strategic distance. We need to = cultivate strategic relationships in support of that goal. In order to achieve these goals and address these challenges, = we=E2=80=99ll need to ensure that the evolution of NATO=E2=80=99s = political capabilities keeps pace with its operational capabilities. = NATO has never existed as a solely military alliance. It is also a = political forum where democracies come together and act together to = defend our values and our vision along with our peoples and our = territory. The political side of NATO may receive comparatively little = attention, but it is every bit as important. NATO=E2=80=99s military = structures make it possible to implement policy, but it is the political = structures that determine that policy. Now, I am not asking for more = ministerial meetings, unless, in fact, there is a proven need for them. = But I am asking that, in addition to honoring Article 5 of the NATO = treaty, we reaffirm our commitment to Article 4, where allies pledge to = consult together about political and security developments. These = discussions are the lifeblood of NATO=E2=80=99s future. And that leads me to a final critical point: the need for NATO reform. = This topic has received considerable attention from NATO=E2=80=99s = defense ministers. It hasn=E2=80=99t been as much of a focus for NATO = foreign ministers, but it should be. NATO Headquarters is bulging with = over three hundred committees, many with overlapping responsibilities. = Too often, our budgets =E2=80=93 military and civilian =E2=80=93 are = divorced from Alliance priorities, and the most important priorities = have been under-resourced for years. Our secretary general has not been = invested with the power he needs to truly manage the organization. This = must change =E2=80=93 and we must agree to that change in parallel with = the new Strategic Concept. A new Concept with old structures will not be = transformational. With its growing economy and emergence as an Asian power, India has = rapidly increased its arms expenditures over the past decade, replacing = obsolete Soviet-era military hardware with the latest technology in a = race to keep up with regional rivals Pakistan and China. "India is becoming a major actor worldwide," Filippo Bagnato, the = executive vice president for technical, industrial and commercial = development of the Italian aerospace and defense giant Finmeccanica, = said Tuesday. This year's DefExpo-India =E2=80=94 the sixth such event =E2=80=94 has = drawn about 650 defense companies from 35 countries, including Boeing, = Lockheed Martin, Thales and BAE Systems, to set up stalls in a sprawling = exhibition center in the heart of the capital. India, which needs to replace equipment bought from the Soviets in the = 1970s and 80s, led the world in the purchase of military hardware in = 2004 and is still in the top four, according to Rahul Bedi, a South Asia = analyst with London-based Jane's Defense Weekly. He said India is = expected to spend $80 billion between 2012 and 2022 to upgrade its = military. And that=E2=80=99s part of why they will continue to push for = long-term refinery deals in China.=E2=80=9D=20 One such is for supply to China=E2=80=99s Fujian refinery, in which = state-owned Saudi Aramco holds a 25 per cent stake. Riyadh plans to ship = 200,000 barrels per day to Fujian this year after start up in 2009. = Aramco is also looking to invest in a second Chinese refinery, a 200,000 = bpd plant in the eastern port of Qingdao.=20 Other producers are plotting similar deals with China. The blog post also points readers to comments by past students on the = tight monitoring of their computers: Students were required to use the = monitored Macbook; any unmonitored personal computer would be = confiscated; and jailbreaking a school laptop to secure it or monitor it = against intrusion was punishable by expulsion. Missile = defense,=20 we believe, will make this continent a safer place. That safety could = extend to=20 Russia, if Russia decides to cooperate with us. It is an extraordinary=20 opportunity for us to work together to build our mutual=20 security.
In the 21st century, the spirit of=20 collective defense must also include non-traditional threats. We believe = NATO=E2=80=99s=20 new Strategic Concept must address these new threats. Energy security is = a=20 particularly pressing priority. Countries vulnerable to energy cut-offs = face not=20 only economic consequences but strategic risks as well. And I welcome = the recent=20 establishment of the U.S.-EU Energy Council, and we are determined to = support=20 Europe in its efforts to diversify its energy = supplies.
 
We also need to assess NATO=E2=80=99s = role in deterring=20 and responding to terrorist attacks and nuclear proliferation. We know = these are=20 key problems to our security because, for example, a terrorist training = camp in=20 a lawless country can pose just as great a threat to our security as the = conventional capabilities of an adversarial neighbor. Americans will = always=20 remember NATO=E2=80=99s decision to invoke Article 5 for the first time = in the aftermath=20 of the 9/11 terrorist attacks.

Thankfully, the prospect that we = would=20 have to face this again has not come to pass. But we have so many = dangers,=20 including the danger of a nuclear attack from a non-state actor. We know = that=20 non-state actors seeks nuclear capability. We see that, unfortunately, = every=20 day. And we know that nuclear proliferation and the development of more=20 sophisticated missiles in countries such as North Korea and Iran are = reviving=20 the specter of an interstate nuclear attack. So how do we in NATO do our = part to=20 ensure that such weapons never are unleashed on the world?

Part = of the=20 answer lies in continued nuclear deterrence, and the United States has = responded=20 to our threats by not only maintaining our nuclear deterrence, but also=20 developing a missile defense system that is designed to protect our = territory,=20 our population, and our forces throughout NATO. We believe NATO needs to = develop=20 its own missile defense architecture so that it can defend nations of = Europe.=20 And the Obama Administration=E2=80=99s new approach to missile defense = =E2=80=93 the phased,=20 adaptive approach =E2=80=93 will be our contribution to that new = architecture. It isn=E2=80=99t=20 just NATO that needs to respond to the new threat. We need to make = Russia a=20 partner in our efforts to prevent nuclear proliferation and in missile = defense.=20 We invite Russia to join NATO in developing a missile defense system = that can=20 protect all citizens of Europe and of Russia as well.

And this brings us to the broader = issue of=20 pursuing new partnerships beyond the strict confines of the Alliance. = Given the=20 global nature of the threats we face, NATO will need to strengthen its = ties with=20 such new partners. And the Strategic Concept should examine how to = leverage this=20 cooperation to make these relationships more productive.

Now, I = know=20 that in the past, the United States has been ambivalent about whether = NATO=20 should engage in security cooperation with the EU. Well, that time is = over. We=20 do not see the EU as a competitor of NATO, but we see a strong Europe as = an=20 essential partner with NATO and with the United States. We hope that the = passage=20 of the Lisbon treaty will help us advance this relationship. And we look = forward=20 to working together with the EU as it applies its Common Security and = Defense=20 Policy to determine how we can best support one another and the United = Nations=20 in addressing security challenges.

In many cases, as with the EU = and=20 others, NATO will seek out opportunities for collaboration with = countries and=20 institutions that share our principles and our priorities. But we may = also=20 pursue partnerships based on shared interests or geographic = necessity.

I=20 want to speak most clearly about our relationship with Russia and the=20 NATO-Russia Council. Let me state unambiguously: While Russia faces = challenges=20 to its security, NATO is not among them. We want a cooperative = NATO-Russia=20 relationship that produces concrete results and draws NATO and Russia = closer=20 together.

The Russian Government has come forward with its = proposals for=20 a new European Security Treaty and a new NATO-Russia treaty. Now, we = believe=20 that some of Russia=E2=80=99s proposals contain constructive ideas and = we welcome the=20 opportunity to engage seriously with Russia on this important subject. = But, as I=20 made clear in my speech in Paris, the United States does not see the = need for=20 new treaties and we believe discussions of European security should take = place=20 within existing forums for European security such as the OSCE and the=20 NATO-Russia Council.

We have real differences with Russia on = several=20 issues. And we intend to use the NATO-Russia Council as a forum for = frank=20 discussions about areas where we disagree. We will use it to press = Russia to=20 live up to its commitments on Georgia and to reiterate our commitment to = the=20 territorial integrity and sovereignty of all states. We will use it to = challenge=20 the assertion put forward in Russia=E2=80=99s new military doctrine that = NATO=E2=80=99s=20 enlargement and its global actions constitute a military danger to = Russia. We=20 will also use the Council to advocate on behalf of human rights and = individual=20 liberty =E2=80=93 these are principles and values that Russia committed = to uphold when=20 it accepted the NATO-Russia Founding Act.

At the same time, we = should use=20 the Council to advance our common interests, including the = indivisibility of our=20 common security. Because Russia and NATO face common threats. We face it = from=20 extremists and drug traffickers coming out of Afghanistan and Pakistan = along=20 their border. As a result, we have agreed to cooperate in training=20 counternarcotics officers from Afghanistan and Central Asia. And Russia = is now=20 allowing NATO to transit non-lethal goods across its territory in = support of our=20 ISAF operations. And we hope to extend that cooperation to other fields, = again,=20 most notably in the area of missile defense.

We believe we can build more mutual = confidence=20 through measures that increase transparency in Europe. And European = security=20 will benefit if NATO and Russia are more open about our armaments, our = military=20 facilities, and our exercises. NATO and Russia should have a regular = exchange of=20 information on posture, doctrine, and planned military exercises, as = well as=20 specific measures to permit observation of military exercises and to = allow=20 visits to new or significantly improved military installations. We look = forward=20 to working closely with all of our Allies, Russia, and our other = partners in the=20 Conventional Armed Forces in Europe Treaty during the coming months to = reverse=20 the erosion of this valuable regime. If we truly believe that our = security is=20 indivisible, we must do more to strengthen the sense of strategic = reassurance=20 across the Euro-Atlantic area. As we look ahead, our challenge with = Russia is to=20 build a relationship where the principles that both sides have agreed to = on=20 paper are consistently respected in practice.

As NATO takes on these challenges, = we must=20 remain true to the original principles on which the Alliance was = founded. And I=20 want to reaffirm as strongly as I can the United States' commitment to = honor=20 Article 5 of the NATO treaty. No Ally =E2=80=93 or adversary =E2=80=93 = should ever question our=20 determination on this point. It is the bedrock of the Alliance and an = obligation=20 that time will not erode. Our nation faces threats elsewhere in the = world, but=20 we view peace and stability in Europe as a prerequisite for addressing = all of=20 the other challenges. NATO has succeeded in its original goal of forging = a bond=20 between the United States and Europe. And our commitment to Europe = transcends=20 party and personality.

And I want to emphasize that we continue = to see=20 NATO as an important mechanism for promoting European integration. It is = difficult to imagine today that when this alliance was founded in 1949, = a key=20 security concern for many Europeans remained the prospect of future = German=20 aggression. NATO=E2=80=99s success in providing a security foundation = for Europe=E2=80=99s=20 transformation is one of the great accomplishments not only of NATO but, = as many=20 of you also believe, of any political-military alliance in history. And = it must=20 remain a defining feature. The NATO membership process, which requires=20 applicants to make reforms across their political, economic, and defense = sectors, has helped create the stable, democratic Europe we see today. = We were=20 glad to see the Alliance welcome Albania and Croatia last year. And = there can be=20 no question that NATO will continue to keep its doors open to new = members.=20

NATO must also forge deeper partnerships with leading = democracies beyond=20 the Euro-Atlantic community. We are already working with many of these = nations=20 in Afghanistan. And we must find ways to build on these efforts and = encourage=20 more regular cooperation. We have already determined the need for a NATO = that=20 can operate at strategic distance. We need to cultivate strategic = relationships=20 in support of that goal.

In order to achieve these goals and = address=20 these challenges, we=E2=80=99ll need to ensure that the evolution of = NATO=E2=80=99s political=20 capabilities keeps pace with its operational capabilities. NATO has = never=20 existed as a solely military alliance. It is also a political forum = where=20 democracies come together and act together to defend our values and our = vision=20 along with our peoples and our territory. The political side of NATO may = receive=20 comparatively little attention, but it is every bit as important. = NATO=E2=80=99s=20 military structures make it possible to implement policy, but it is the=20 political structures that determine that policy. Now, I am not asking = for more=20 ministerial meetings, unless, in fact, there is a proven need for them. = But I am=20 asking that, in addition to honoring Article 5 of the NATO treaty, we = reaffirm=20 our commitment to Article 4, where allies pledge to consult together = about=20 political and security developments. These discussions are the lifeblood = of=20 NATO=E2=80=99s future.

And that leads me to a final = critical point:=20 the need for NATO reform. This topic has received considerable attention = from=20 NATO=E2=80=99s defense ministers. It hasn=E2=80=99t been as much of a = focus for NATO foreign=20 ministers, but it should be. NATO Headquarters is bulging with over = three=20 hundred committees, many with overlapping responsibilities. Too often, = our=20 budgets =E2=80=93 military and civilian =E2=80=93 are divorced from = Alliance priorities, and the=20 most important priorities have been under-resourced for years. Our = secretary=20 general has not been invested with the power he needs to truly manage = the=20 organization. This must change =E2=80=93 and we must agree to that = change in parallel=20 with the new Strategic Concept. A new Concept with old structures will = not be=20 transformational. In fact, it may not change much of anything at all. = Secretary=20 Gates will address this issue further tomorrow, but I want to make it = clear that=20 we are united in our belief that in a time of limited resources for all = of our=20 nations, NATO must improve its efficiency if it is to successfully carry = out its=20 vital missions.

Deutsche Bahn has taken a = proactive=20 approach to mitigating the effects of demographic change through 10 = special=20 human resources initiatives and programs. One such initiative, DB = Experience,=20 focuses on preserving and enhancing the employability of older employees = through=20 qualification and advanced training. This is accomplished through = seminars to=20 promote the value of older workers and to achieve a balanced composition = of work=20 teams by age to ensure appropriate knowledge transfer and = intergenerational=20 cooperation.
 
Additional Policies and=20 Practices:
Lifelong = Learning and=20 Training: DB Training is one of Europe's largest qualification = and=20 consulting providers, with 1,500 different seminars for all vocational = groups in=20 the company. The DB Academy offers special training courses and programs = for=20 senior executives, while every member of staff is given an average of = 43.9 hours=20 off each year for training. DB also grants educational leave for private = advanced training courses, which can be organized by, among others, the=20 company's own Academy for International Mobility.
 
Among the 10 initiatives in = DB=E2=80=99s human=20 resources strategy is the initiative DB Experience. The focus of this = initiative=20 is a training program to preserve and enhance the employability of older = employees through qualification and advanced training. To this end, the = current=20 employment and qualification situations of older employees in the = company has=20 been analyzed, identifying focus groups and areas of activity, and = introducing=20 initiatives to preserve the employability and qualification of older = employees.=20
 
In another, DB JobService, = qualifications=20 for new vocational areas are offered specifically to employees who have = lost=20 their previous job or whose job is at risk in the future. These qualification measures are aligned to the = personnel=20 demands in the company.
 
Older employees in particular = are being=20 provided with a new chance to contribute their know-how and experience.=20 Employees age 50+ who used to work as switch cleaners, block keepers, or = supervisors, now can find activities in security or service. =
 
DB also offers senior = executives and=20 employees special seminars for promoting experienced older members of = staff. The=20 seminar, "Leading Mixed-Age Teams," focuses on different experiences and = roles=20 in the team and how they can be brought together successfully. Major company sporting events, = such as the=20 DB Indoor Football Cup or the JP Morgan Chase Company Run, enhance = motivation=20 and employee loyalty. For five years now, DB has been involved in the = Smoke Free=20 campaign with the Central Health Education Agency and the Federal = Ministry of=20 Health, Germany's largest no-smoking campaign. The company health fund = Bahn-BKK=20 offers special health-prevention programs for employees age 50+, = including=20 regular tests to prevent colon cancer, prostate cancer in men, and = breast cancer=20 in women.

NEW DELHI =E2=80=94 Top = weapons makers, vying=20 to feed India's voracious appetite for arms, brought their helicopters, = night=20 vision goggles and mine-proof vehicles to New Delhi this week in hopes = of=20 winning a share of one of the world's largest defense = budgets.

With its growing = economy and=20 emergence as an Asian power, India has rapidly increased its arms = expenditures=20 over the past decade, replacing obsolete Soviet-era military hardware = with the=20 latest technology in a race to keep up with regional rivals Pakistan and = China.

"India is becoming a = major actor=20 worldwide," Filippo Bagnato, the executive vice president for technical, = industrial and commercial development of the Italian aerospace and = defense giant=20 Finmeccanica, said Tuesday.

This year's = DefExpo-India =E2=80=94 the sixth=20 such event =E2=80=94 has drawn about 650 defense companies from 35 = countries, including=20 Boeing, Lockheed Martin, Thales and BAE Systems, to set up stalls in a = sprawling=20 exhibition center in the heart of the capital.

India, which needs to = replace=20 equipment bought from the Soviets in the 1970s and 80s, led the world in = the=20 purchase of military hardware in 2004 and is still in the top four, = according to=20 Rahul Bedi, a South Asia analyst with London-based Jane's Defense = Weekly. He=20 said India is expected to spend $80 billion between 2012 and 2022 to = upgrade its=20 military.

International defense = giants are=20 hoping to secure most of that multibillion-dollar pie: India imports = more than=20 70 percent of its military equipment, mainly from Russia, Israel, France = and=20 Britain. American companies are also slowly finding a foothold in the = Indian=20 defense market as the relationship between the two countries has warmed = over the=20 last few years.

So despite a = notoriously slow=20 procurement process filled with red tape that can take close to a decade = to=20 unravel, the sellers keep coming.

"It's ultimately worth = it for the=20 sellers because the volumes that are acquired and needed compare with = nowhere=20 else in the world," said Bedi.

In addition to needing = to update=20 aging equipment, India's defense buying spree is spurred by rivalries = with both=20 of its major neighbors =E2=80=94 Pakistan and China.

It has fought three = wars with=20 Pakistan =E2=80=94 two of them over the Himalayan region of Kashmir. = Tensions with China=20 have risen as well in recent years, as the two nations contend for = regional=20 dominance.

Bedi said Pakistan's = military=20 arsenal, though smaller than India's, is "a lot younger because their = main=20 suppliers are the United States and the Chinese."

Where the Chinese are = concerned,=20 "they completely outweigh the Indians and are in a different league=20 altogether."

The current budget for = Pakistan's=20 powerful military, which also receives billions of dollars from the U.S. = for=20 helping fight Islamist militancy, is about $4.4 billion =E2=80=94 a = fraction of India's=20 current $26 billion, which represented a 10 percent increase. On the = other hand=20 China's defense spending increased by almost 15 percent last year to $71 = billion, a figure that is thought by many analysts to represent only a = portion=20 of total defense spending.

Bagnato's Finmeccanica = has already=20 sold Sea King helicopters, torpedoes and surveillance equipment to the = Indian=20 defense services, and this year is hawking a slew of aircraft and = surveillance=20 equipment at its stall.

In 2008, Lockheed = Martin Corp. won a=20 contract to supply six C-130J Hercules transport aircraft for India's = air force,=20 the first of which are expected to arrive in early 2011. New Delhi is also shopping for = 126 fighter=20 aircraft, a deal worth $10 billion, and 197 helicopters worth about $4=20 billion.

India's Defense = Minister A.K. Antony=20 told reporters at the fair that the country's defense policy "is not = against any=20 one country," but added that it was a top priority "to strengthen our = armed=20 forces to act as an effective deterrence."

India's Maoists have offered to agree to a ceasefire with the Indian=20 government if New Delhi halts its offensive against the rebel group, = Indian=20 media has reported.

Koteshwar Rao, also known as Kishenji, the rebel's=20 top military commander, made the offer in a statement to Indian = media late=20 on Monday. He=20 said the ceasefire could hold from February 25 to May 7. "We=20 are ready to hold talks with the government only if the joint operation = against=20 us is halted for 72 days," he said. But the = government said=20 on Tuesday that "in the absence of an authentic statement" it was unable = to=20 respond immediately.

Government demands

Palaniappan Chidambaram, India's Home Minister, said = such talks=20 could only be possible if the rebels renounce violence, a demand the = Maoists=20 have so far refused. "I would like a short, simple = statement... saying 'We will abjure violence and we are prepared for = talks,'"=20 Chidambaram said. "I = would like no=20 ifs, no buts and no conditions. Once I receive the (truce offer) = statement, I=20 shall consult the prime minister ... and respond = promptly."

The Maoists, described by Manmohan Singh, the = country's prime=20 minister, as the country's biggest internal security threat, regularly = ambush=20 police, and attack railway lines and factories aiming to cripple = economic=20 activity.

The government has launched an offensive against the = rebels in=20 several areas, but has so far failed to significantly curb their = operations.=20 The Maoists say they are fighting for the rights = of the poor=20 but the government regards them as rebels and their political wing = is=20 banned from the Indian parliament. The Maoists = have been=20 active in India since the 1960s and, according to Indian intelligence, = 22,000=20 rebels are active in the country. Saudi = Arabia=E2=80=99s oil affair with=20 top consumer the United States is being redefined as contracting demand = in the=20 West means the kingdom competes more fiercely for dominance in the = growing Asia=20 market, especially China.

US Energy Secretary Steven Chu will = visit=20 Riyadh on Monday, but it is Beijing=E2=80=99s allure that has = intensified for oil=20 suppliers in 2008 and 2009, as demand grew more in China but contracted = in the=20 United States and Europe at the same time.

Saudi Arabia has = boosted=20 exports to China and the flow of crude from the kingdom to the United = States has=20 fallen. The latter hit a 22-year low during 2009 as recession slashed = fuel use=20 and Saudi Arabia led Opec supply cuts to match supply with demand. =

It is=20 no longer direct exports so much as the Saudi capacity for balancing the = global=20 oil market that gives the kingdom sway with Washington, Beijing and = other=20 consumers.

Spare=20 Capacity

Riyadh is = the only holder=20 of significant spare oil output capacity, the main recourse to deal with = any=20 surprise major outage in global supply.

=E2=80=9CThe old = paradigm was that Saudi=20 Arabia saw its geopolitical significance as the largest supplier to the = world=E2=80=99s=20 largest market,=E2=80=9D said David Kirsch, director of market = intelligence at PFC=20 Energy in Washington.

=E2=80=9CIt doesn=E2=80=99t view that as = the key driver anymore.=20 Rather... it is that Saudi has enough spare capacity to replace the next = largest=20 exporter and is willing to adjust production up and down to meet the = needs of=20 the market.=E2=80=9D

Even though the flow has fallen, Saudi = still supplied more=20 than a tenth of US crude imports last year.

It was a more = reliable=20 long-term supplier than competitors for the US market such as Venezuela = or=20 Nigeria, said Frank Verrastro, head of the energy and national security=20 programme at the Washington-based Centre for Strategic and International = Studies.

=E2=80=9CThat puts Saudi Arabia in a great position, as = oil market=20 anchor on both ends of the world,=E2=80=9D said Verrastro. = =E2=80=9CSaudi Arabia is very=20 important to the US strategically, there is a recognition we = can=E2=80=99t lose the=20 Saudis any time soon.=E2=80=9D

The changing supply flows also = reflect a=20 longer-term shift in oil demand.

Developing countries will soon = consume=20 more oil than industrialised nations. Emerging economies would account = for 47=20 per cent of global oil demand in 2010, up from 37 per cent in 2000, = according to=20 the International Energy Agency (IEA). The IEA believes demand in = developed=20 nations =E2=80=A8has peaked. =E2=80=9CThe recession accelerated what was = happening anyway,=E2=80=9D=20 Verrastro said. =E2=80=9CWe=E2=80=99re at the tipping point now towards = developing countries in=20 terms of energy demand.=E2=80=9D

China Refinery=20 Deals

Saudi = Arabia=E2=80=99s position as=20 Opec=E2=80=99s top oil producer and holder of a fifth of the = world=E2=80=99s oil reserves also=20 gives it the advantage over other producers when competing for new = markets.=20

Energy-hungry Asian refiners, often state-owned, are eager to = guarantee=20 future energy supply through long-term deals with the country most able = to=20 supply them.

=E2=80=9CNo single producer is really going to = challenge the Saudi=20 position in China in the long run,=E2=80=9D Kirsch said =

=E2=80=9CChina is a key market=20 and Saudi doesn=E2=80=99t want to lose market share there. It = doesn=E2=80=99t want to lose out=20 to Russia and Iran. And that=E2=80=99s part of why they will continue to = push for=20 long-term refinery deals in China.=E2=80=9D

One such is for = supply to China=E2=80=99s=20 Fujian refinery, in which state-owned Saudi Aramco holds a 25 per cent = stake.=20 Riyadh plans to ship 200,000 barrels per day to Fujian this year after = start up=20 in 2009. Aramco is also looking to invest in a second Chinese refinery, = a=20 200,000 bpd plant in the eastern port of Qingdao.

Other = producers are=20 plotting similar deals with China. Kuwait wants to build a refinery = while Qatar=20 is eyeing investment in a petrochemical plant.

With little = chance to=20 sell existing or additional supplies elsewhere, producers are also = fighting to=20 sell more to China in the short-term.

Saudi Arabia agreed to = boost crude=20 supplies to China by 12 per cent in 2010 from 2009, Kuwait by about 50 = percent,=20 while Iraq said it would more than double its = flow.

Bei den Griechen = sind es neun=20 Prozent. F=C3=BCr eine Besserung der Haushaltslage braucht es jedoch = nicht nur=20 Sparma=C3=9Fnahmen, sondern eine Verbesserung der konjunkturellen Lage, = um die=20 Staatseinnahmen zu erh=C3=B6hen. Doch auch hier sieht es schlecht aus. = Als=20 Schlusslicht unter den G7-Staaten war Gro=C3=9Fbritannien zum Jahresende = aus der=20 Rezession gekommen. Notenbankerin Kate Barker von der Bank of England = warnt=20 jedoch, dass die Wirtschaftsleistung im ersten Quartal wieder schrumpfen = k=C3=B6nnte.=20 "Ich f=C3=BCrchte die Erholung wird sehr schleppend = verlaufen."
So bleibt den = Briten wohl nur ein=20 Ausweg: "Eine W=C3=A4hrungsabwertung w=C3=A4re der an wenigsten = schmerzhafte Weg, um etwas=20 an der schwierigen Lage zu =C3=A4ndern", sagte Hansen. Zumindest in = diesem Punkt=20 haben es die Briten etwas besser als die s=C3=BCdeurop=C3=A4ischen = Sorgenkinder der=20 Euro-Zone.

The school spycam scandal in = Pennsylvania (see=20 "School denies remotely eyeing pupils") is=20 branching out in several interesting directions, now including a federal investigation of the = possible=20 monitoring of students through their computer webcams.

There is, of course, the "could this happen to me?" = angle=20 (Larry Magid on Cnet.com says yes = indeed). And=20 then there's an element of "what is the world coming to?" A jaw-dropping = look at=20 the surveillance setup at Lower Merion School District =E2=80=94 "a = massive, highly=20 effective digital panopticon" =E2=80=94 is provided by blogger Stryde Hax of the security = group=20 Intrepidus.

The blog post also points readers to comments by past students on the = tight monitoring=20 of their computers: Students were required to use the monitored Macbook; = any=20 unmonitored personal computer would be confiscated; and jailbreaking a = school=20 laptop to secure it or monitor it against intrusion was punishable by = expulsion.=20 "The light next to the webcam would randomly come on," one student said. = " ...=20 We reported it multiple times, each time getting the response: 'It's = only a=20 malfunction. If you'd like we'll look into it.' "

Stryde Hax refers to such requirements as "compulsory=20 transparency" and adds, "I never thought I would be using the phrase to = describe=20 America, especially so soon."

And, finally, there are the just plain silly aspects = of the=20 case, including the revelation of how Blake Robbins, the student who has = sued=20 the school district, first found out he was being monitored: Blake = reportedly=20 was told by the assistant principal that the school had pictures of him = with=20 illicit drugs in his home. Those "drugs," says the teen's lawyer, were actually = the fruity=20 candy Mike and Ike.
